

SE is definitely at a current loss for leadership, few experienced members retired/moved on from SE over the past few years, so what they have now is spread fairly thin. They are also just overall short handed from what im hearing, currently hiring all but gonna rake a while to get folks up to par. To help folks understand, unlike western company that hire a ton and lay off during the down turn, a majority of of Japanese companies like to hire for the longevity and smaller but more far more experienced teams. I kid you not, unless you are quitting to retire, you often need a lawyer to quit some big companies cause they will do everything in their power to keep you on even blackmail... folks are that valuable..
From a company perspective NO, From a dev perspective yes they have too make due with whatever Budget SE gives them.

No, not a valid excuse considering how this game is single handedly keeping square from going bankrupt. If they want to keep it that way, you gotta invest back into it
No, this game needs to be funded properly, SE needs to stop taking the money from this game and throwing it at junk like mobile gatchas that shut down a year later and failures like Forspoken.
It's not an excuse but an complain to the company and bring the problem inside to publicity.
PLL is right before shareholder meeting, and it just forced Kiryu to answer the harsh question from the holders.
If the only revenue that FFXIV had was the store then I'd entertain it, but it has sub and pay for expansions and is easily the most neglected major MMORPG.
who knows. It's hard to say with very little information.
From the outside, it seems no, because they became comfortable with a slow and sloppy schedule during Covid, and they thought they could continue making poor decisions.
However, unless more information is given and what plans/ programs and stuff they work on, who can really say?
