What if Stoneskin Released a DoT (Damage Over Time)

Asking a real question though... what compromise can we really get from SE when they're already too scared to even let SGEs have an option to do 80 more potencies per minute in their media tour build through upkeeping of their 2nd DoT (today it would be 60p because Dosis III gets buffed to keep up with the rDPS healers)? You know... something that's also gets outclassed by a single shot of SCH's Energy Drain when they typically try to squeeze as much of those without neglecting their primary role? It wasn't even an interactive DoT. It barely adds any depth or thoughts. It was not a mana constraint (since when since EW?). And still they manage to buckle down against that "I dOn'T wAnT tO bE dIsTrAcTeD fRoM mY pRiMaRy DuTy!!"-post?

To me, it sounded like their kind of compromise is "keep roulette queue popping" & "functional in its barest minimum degree and not anymore than that".
