I think it is importance to separate Savage and casual contents. I reached Knowledge EXP 20 and I intended to finish Occult Records but accidentally entered Folked Tower by mistake (I never do Savage content). As a result, I was told to “get out”… and warned don’t do it again. I don’t want to be the 1/48 person which make the players upset, mix Savage-level content with normal content, as it could create conflicts between players.

I'm sorry this happened to you. This is against ToS and those players shouldn't have done that.

Square has done nothing to address this sadly. This is the game that doesn't allow you to chat in PvP but encourages this type of design. They've placed a savage level zone in the middle of casual content. While what those players did is bad, I understand why they did it.

I don't feel they're going to fix this adding a savage / casual split. The content is going to be stuck being one if not all of these things: frustrating to organize, unrewarding for casual completion, unrewarding for the effort to complete the savage, or be so easy it doesn't provide a positive challenge for the player.

Because I want this game to succeed I'm going to define positive challenge for the player. Back in ARR they had EX mechanics baked into the MSQ so players could learn them. Then they'd layer them in the EX content to be more difficult. This allowed the player to learn and then understand what's being asked of them in the harder difficulties. This game unfortunately no longer has that design philosophy for exploratory missions and encourages users to be frustrated at each other.

I wonder how tired the GM's are of dealing with these reports?..
