    It's a failed mechanic. They tried it out and it prevented people doing the content with trusts again because they weren't gonna level them. They buffed the exp but that also didn't make it better. So they separated it into "Trusts" (that you level for glamour) and "Scenario Mode", so that it's easier to ignore them and just use Scenario Mode always. Which of course was renamed to Duty Support.

    I just don't bother leveling them. It's so boring.
