It can work if you make 1 party "unactive" and only for grouping up. Imagine a list that fills that dont interract with the duty finder. You create the party when the unactive party list is full. Then you can go into a "real" party while you wait for the list to fill.
The main problem I see is how non committal that is. If im making a pf for content its because im there to accomplish a goal with 7 other people who are like minded. The last thing I want is someone who forces 7 other people to wait on them because they needed to min max their time so hard they feel no qualms with inconveniencing 7 other people. While waiting for a pf theres so much you could be doing to prep for the group content. Look over the mechs again. Make sure your gears repaired and you got your consumes, organize with your co healer or co tank in dms about what you want to do when. Theres also the thing of what happens if you fill and you're in another duty. Do you just tell them sorry guys your duty doesn't matter as much as my other duty? That would completely ruin the social aspect of the game and just make duty finder an absolute cesspool of willingly leaving people high and dry and the anger it would cause. Like it would actually kill the game in its entirety.

Make it a temporary linkshell, allowing communication between all members even across instances. I don't know if this is realistic, but conceptually it should work. Though I can also see this creating problems as the party leader gets to shift the wait time to the other party members. I can't imaging joining a full PF only to be told to wait 30 minutes for a duty to finish would be fun. Even if this is technically possible, it may not be the best idea.
If the overworld had more content the leader might have more to do while waiting, so this could be looked at as a dull overworld issue, at least indirectly.
