They're not doing anything against ToS, as annoying as it can be to other players. Bringing attention to the characters only encourages the behavior to continue.

You do have options:

Go to another city if there's no quest involved.

Use world visit and go to a different Limsa if a quest is involved.

HOnestly teh venue spam can be ignored by changing tabs in PF or muting the people spamming teh venues so you don't have to see them, but they don't realize depending on their adventure or any instance portrait. If its sexual then they can be punished since sexual on portraits is against TOS. Liek example having your character shoving their ass to the camera is sexual

On a positive note. I'd like to thank the devs for improving the blacklisting features to not only mute characters, but to make them disappear as well. Back then when the weeaboo police would create characters with names like 'Field (N-word)'. (Somehow they got a name like that through the creator menu), all I could do was blacklist them and it would mute the transphobic hate speech they would spew. But now, we can snap them out of existence, so thank you to the team for that improvement!
