to be fair if the dps sucks due to intrinsic rotational mistakes, you should kick the person wordlessly because even if they knew, it wouldnt be immediately fixable

As far as I can tell they just stand there taking up every nook of socializing space, many hours of the day. I would hate it if it was my local world. Weren't some people warned or banned in the past for crowding the Limsa area for a streamer? So there's precedent ya?

They're not doing anything against ToS, as annoying as it can be to other players. Bringing attention to the characters only encourages the behavior to continue.
You do have options:
Go to another city if there's no quest involved.
Use world visit and go to a different Limsa if a quest is involved.
Get a large group of friends together, create new MRD or ARC lalafells and start licking their Weeaboo kneecaps as soon as you finish the intro quests.
