They are trying to put in the patch allowing premades to enter occult together early. It also comes with an additional point not mentioned in the Liveletter (afaik):

5. Enabling exclusive access to the Occult Crescent instance for a set time when joining with a preformed alliance

This reads to me like they want to make it impossible to snipe if the premade chooses to not allow it.

Yes, they seem to be wanting to prevent the snipe issues. Which is no surprise given how that's gone down on the forums and how we continually get more threads about it.

They're basically trying to cobble together a way to queue for it directly. It would probably be too difficult to remove it from the zone and make it a separate thing so you can queue like DRS, and this is as close as they can get to that without rebuilding the whole thing.

This feels more honest from them to me than anything else. Much like BA, letting appear that one can pug the content just fine and that the content is designed and advertised to everybody and every kind of player was deceptive and a little deluded.
This is content firmly designed to be accomplished in organized groups, nothing more. It is very apparent that OC is the aggregate of multiple different and contradicting ideas that went into it without being double checked first.

I'm guessing too many people on the dev team got inconvenienced by how it works, that's about the only reason I can think of why they're considering fixing it.

JP community went on strike and didnt run forked tower so they were forced to do something about it.

Well yeah, it's an issue that affects raiders. Naturally they will burn the midnight oil and fix it as quickly as possible.
Meanwhile, in the actual overworld that everyone uses, chests still have questionable loot values, the whole carrot situation is basically a pipe dream unless you have a billion gil to just buy the carrots outright, RNG on job soulstones continues to screw unlucky people over, gold farming is still totally divorced from the way most people experience occult crescent (WHY isn't a small amount of gold given from CEs?), etc. etc. etc. and none of that is changed in a rapid maintenance. We get to wait months. Maybe even years. Maybe even forever.
But oh! The raiders can't conveniently enter FT? Issue a full blown apology! Shut the whole game down! Fix it now!

edit: Don't get me wrong. I'm glad they're doing something about it. But OC in general is full of issues that make it a terrible slog. Now look at the only one they've bothered to address and fix quickly.

I just hope that the diehard "pre made that don't want randoms in their difficult endgame content are entitled gatekeeping trashbag humans" crowd finally wakes up with this.

Y'all couldn't play nice and abide by decent social norms and etiquette, so now the devs are putting in a hard system to prevent you from being able to even access the content, all to prevent you folks from behaving poorly in public spaces/defending people's bad behavior in public spaces.

Its the opposite, now you can just open a party finder and fill it completly with randoms and queue together, one of the issues if not the biggest wasnt the fact that people didnt want randoms in it, it was the fact you couldnt even acces it easy you had to rely on the people in the instance and not everyone wants to bother with it, now you can hop in the PF and gucci even without discord or voice or anything
