That might actually be a good thing for FFXIV. it isn't the same thing as World of Warcraft's add-on system (that also doesn't work on consoles, since WoW has never released a console version of the game).
The Spectrum of "ONLY UI MODs" seems not even true anymore or its rather big because, would you count a DPS Meter, or Scripts which are autonomous crafting for you call a "UI Mod"? just as 2 examples, because they are already in it and judging from a few Creators and People on the "Balance" equivalent for ESO it seems they even will go further in the future, most mod creator are currently waiting for a libary which is close to be released which allows them to convert NEARLY all of the good important Mods to the Consoles

And if its now crossplay or not doesnt matter in that case, the only thing which matters is the fact consoles are able for modsupport
