Show who doesn't press Commence during Duty Participation queues in premade parties

It is possible for someone to troll by joining a party in party finder and when it's time to queue into an instanced duty that troll will not press Commence preventing the party from going inside the duty. They also remain anonymous as it won't tell you who didn't press Commence so you'll be unable to kick that specific person. A ready check or asking who didn't accept won't help since they can just pretend they did in both of those situations. It is especially impossible to figure out who is trolling in a 48 man alliance such as with Delubrum Reginae (Savage). It was awhile ago but I've witnessed trolls do this exact thing wasting the time of 47 other people and nothing can be done about it. With queueing into Occult Crescent as 48 people as well as the next Tower(Savage) coming in the future, I would like to prevent trolls from having the ability to inconvenience parties like this. I don't think there's any repercussions for allowing us to see who didn't press Commence in a premade party even if they were legitimately AFK as you can already use a ready check to find out.

Are you even sure they are trolls? Sometimes, unexpected stuff happens suddenly and you have to deal with it.

The couple of times I've seen it happen in DRS I'm 100% sure it was trolling. Party leader would attempt to queue in 3 times and it wouldn't commence at 47/48. Ready check would pass at 48/48. This would repeat until it was clear one person was purposely not pressing Commence to prevent the party from queuing into the instance. There is no way to find out who that 1 person is so it led to that DRS party to disband. I'm aware what actual AFK situations are and in that case you'd ready check and find out who that person is anyway and wait a few more minutes or kick them if they had an emergency. Someone who is deliberately trolling will remain anonymous because they won't press Commence when queuing but they'll press Yes when you ready check or say "That wasn't me" with everyone else when you try to ask in chat who is doing it.

I'm not sure if you understood the full context. What I'm talking about isn't a one time 7/8 or 47/48 attempt at queueing and then the next attempt you queue in. I mean the one troll deliberately not pressing Commence every time you queue in and you can't figure out who that troll is because they'll press Yes on the ready check but won't press Commence.
