Black Market Housing [CHAOS in example but all worlds was concern]

Hello,

We see in Phantom FC worlds for example lots of FC with only 1 member and 0 activities.
When i search discord about this mess, i see a official server discord who players do traffic with housing.

Do Square Enix encourages players to do RMT and gils selling activities when we can see full sectors for 1 person ?

Here is the log messages of the server for Chaos World to identify players to prove that the issue is real

Do we need to do traffic gils too to update the plot ?
