Round Red Buttons Unclickable?

Down at the bottom right of the screen there are a number of round red buttons. I don't remember what the menu is called. But you find your collections, emotes, macros, etc., down there.

Today, something weird started happening -- when I tried to click on those buttons, the cursor changed to my system cursor and the game acted like I'd clicked off the screen. As though I'd alt-tabbed. I had not.

Multiple restarts of the game later, and it's still doing it. I need access to these buttons. Any idea what the heck is going on? It's making the game all but unplayable.

EDIT 1: This appears to be something happening to my computer wholesale. I still have no idea what it is, but at least I know it's not a problem with the game itself.

EDIT 2: Fixed the issue. Some kind of bad notification in Windows Explorer. Restarting it from the Task Manager seemed to have fixed it. Sorry, I didn't initially realize this wasn't a problem with the game.
