This is definitely happening and very expected behavior from these schedueled runs. The thing's a mess and god knows how long it'll take SE to actually take note and do a simple patch to fix it.

Can people be reported for that? That's "disrupting gameplay" if I've ever seen it. Especially because there's other reasons to be in an instance such as waiting for a specific CE, gold farming, chest hunting, etc.
See it might be? Depends on what SE's vision for the tower is, if it's to simply go in, arrange yourself inside the instance as a Pug then I imagine it could be considered disruptive gameplay. I doubt anything would be done about it because people are engaging in the content which is what the devs want.
It's more a symptom of how players are tackling the content given the restrictions, the last time we saw the players act in a way the devs didn't want in this kind of content we got Sleeping Dragons and inflated Mob Kill requirements. Those days are long gone so we'll see what sort of response we get if any.
It really depends how they are doing, if they are trying to demand people to leave, yes that's very reportable, but going "Hey we are trying to organize a thing and would really appreciate if anyone can leave this instance to make it easier for us" is completely fine, a request is fine, a demand is not.

True. Will have to see what they say about it. I just can't imagine that people getting harassed out of instances was what they wanted.See it might be? Iirc when BA was new and people were getting harassed for trying to go in as a random, they changed the ToS slightly.
It really depends. If the random player who gets in is trying to do the fight, not intentionally griefing or causing a problem, I think they'd be 100% in the right to report someone who, for example, deliberately killed them with a tankbuster and then refused to raise. On the other hand, if the sniper is the one causing problems, I don't think it will end well for them. But this all seems difficult to prove either way unless there's video or something is said in the in-game chat.

I'm guessing that because they don't use a PTR and do all their testing in house they never ran into the problem of trying to get their group together. They probably had just enough to fill the raid inside the instance at all times. But even then, one person should've seen this coming. "Wow there's 48 of us doing this, how will this work with 7,000 trying to do this?" See? Takes two seconds to think.
It's easy to see the zone with rewards/fates/boss fates/raid is rushed to release to appease "where the hell is content" crowd but drop rock bottom on it.I'm guessing that because they don't use a PTR and do all their testing in house they never ran into the problem of trying to get their group together. There is one raid not because everyone likes BA. It is excuse to not make two variations of same raid (bozja 48 man/48 man savage). It was also very convenient to redo BA style entering to raid, because drum roll .... it's their big 10 iq tech from crafting zone where you go to point and wait to enter instanced fate ....
Can't wait clowns who work at SE smirk and release a copy of bozja raids style in 7.5 zone and forked tower left in dust without feature to enter as 48 man like drs.
