Occult Crescent materia melding?

So I've been wondering: OCC is sync to 700, however, its gear and upgrades are all above the iLVL sync. Meaning all materias are ineffective while on the island

Is it intended? It seems rather odd to not meld the OCC gear when there's a high end raid. Also, hovering on the gear shows that it does not display the sync down stats, but their true stats, while the character attributes info does display the correct stats.

The sync to 700 is so that everyone can participate, even people who just beat Dawntrail MSQ. Field Operations have always been that way.

The gear being 745 is so that the gear is an upgrade for people still in crafted gear or lower outside the duty, and has the additional effect of stats which benefit them in the duty.

Syncs do typically invalidate materia, yes, but that doesn't really matter. It's not a significant difference, and most likely the special stats on the gear will make up for any negative disparity on most Phantom Jobs.

Then, isn't it a mistake to not display the sync down stats on the gear? It actually shows the true stats while on the island. So if you have a 760 gear, it will display 760 stats, which is incorrect

I believe it was found that substats do not apply at all to phantom actions either way. Even at mastery level 12 with full +1 it honestly doesn't feel that big a difference at all. Min-maxxing wearing left side +1 with ilvl 700 weapon & accessories with melds would be BiS but not going to see a huge difference either way.
