I suspect for stage 2 of the relic you will probably need to have reached level 20 in zone before you can unlock the quest. Time will tell but it wouldn't surprise me.

Yep probably some arbitrary roadblock that you can clearly tell will have zero thought put in as to "why" other than "we need to make this zone relevant".
