They don't because the wings occupy the same slot used for minions and umbrellas, which are all blocked from instances because of the nightmare it would degrade into with 8 or more players.

It would be nice since they keep teasing us with winged gear sets and mounts. And now the mobile FF14 is getting exactly this. It's only a matter of time.

Fair take for the base game for sure - which is why it is evermore grating to see that the mobile FFXIV version actually HAS wings you can use in combat and isn't hamstrung by that spaghetti code. Apparently that one will be fine despite eventually getting 24-man raids too. Also... considering we are doing The Hunt with like anywhere from 50 to 200 players in a train and many of them have their chocobos and whatnot out (and you can also have wings there), I feel like the "visual clutter" isnt as much of an issue as the actual spaghetti code.
