[Maduin] Cosmic Exploration Progression FATE Not Starting in some Instances

Steps:
1. I was in Sinus Ardorum instance 2 on Maduin for the Cosmic Exploration progression FATE, which was scheduled to start at 1:33 PM EST.
2. At 1:33 PM EST, the FATE was still showing as "less than 1m", and never started, so players could not join or progress the FATE. This also occurred in instance 5.
3. In order to join/progress the FATE, all players from i2 and i5 had to move to other instances.
4. Numerous players abandoned the effort due to the FATEs not starting in their instances, which (in part) contributed to the completion failure.
