Graphics Stuttering after Windows 11 update

I recently updated to Windows 11, and my game is experiencing stuttering, dropping from 60-70 fps, down to 30-40 consistently. Attached the dxdiag. I'm running at Full-screen, 3840x2160 resolution. I'm tried messing around with all the settings, with no luck.

The only thing that occasionally fixes it TEMPORARILY is fully re-installing the game. After 1 play session (no set length), it reverts back to stuttering.

Go to nVidia's website and download the previous version of the drivers, 576.26, and install those.
The latest drivers, 576.40, have introduced stuttering issues in some games on Win 11 platforms.

Tried it, and it seemed to work for a few minutes, but it quickly reverted back to stuttering, Going from around 70fps dropping to 30-50 every few seconds.

What Platform are you using? (Steam/Windows/Mac/PS4 etc.)
At what point does the issue occur?
How often does the issue occur?
Are you able to reproduce the issue?

Are you running any additional programs alongside Final Fantasy XIV?
Does the issue occur with one character or multiple characters?
When the issue happens, is the PC over heating at all?
Were any update or changes made to the PC around the time of the issue?
Does this issue occur if the game is run in full screen mode? Does it happen in borderless or windowed mode?

All steps taken to resolve the issue:

Could you provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display. Unfortunately we are unable to open the links provided due to security concerns.
