They are required to do it for the MSQ if they don't skip. It didn't used to be required. So the bot problem would not be noticed as much before that. However, now that they have to do Crystal Tower or skip, you are just noticing a problem that has always existed.

I know crystal tower allaince raids are required to progress the main story quest but today was very first time i even see bots in crystal tower allaince raids when bots usually form party with them self to do dungeons, trials and crystal tower allaince raids needed to progress the main story quests (at least what i have seeing them doing like +5 years ago) and not joining to group content with real players.

And yes i know bot problem have being a thing since patch 2.0.
