Its a house recycle system, because they did housing SO BADLY that this is the only way other people can get a house.
"Just leave it off!" Ok, then no one else aside from everyone who already has a house will be able to get a house again. Housing becomes a 'veterans only' thing. Ok. Someone who quit years ago shouldnt have an abandoned house sitting while someone paying and playing today wants one and cant get one.

While with tech today, you can, on demand open and remove instances dynamicly and it can even be automatic.
Say you have 4 shards, when shard 4 reach 90% occupation, create shard 5, when shard 5 is 90% busy, create 6...
When 1 2 3 has empty spots, lock 4, 5, 6 so people fills 1 2 3... then unlock again.

While we are stuck with SE manually opening and closing channels with patches.

When housing was first discussed, this is how Yoshida claimed it was going to work. We were also supposed to be able to grow our house, add towers and add features via GC seals and ranks, FC and personal homes were supposed to be in their own wards, etc. None of the features they told us about made it into the final product. Which is why he never talks about upcoming features anymore, so many things were never put into a lot of things in the beginning and they simply will not acknowledge any of it. So we don't get news about something until its 100% to be added now so he doesn't have to answer hard questions. They just decided to use houses as a feature to keep people subsribed to the game.
Cheaper and more efficient than developping a whole gameplay loop around housing.
