Can't load into game error code a16

However, I would like to suggest the following troubleshooting as it may help resolve the error 16a.

Go to:
C: Documents > My Games > FINAL FANTASY XIV - A Realm Reborn
. Delete all the contents in there
. After deleting the contents, right-click on the folder and select Properties.
. If it is set as read only, please uncheck this option.
. If One Drive is enabled, please disable it.
. Re-launch Final Fantasy XIV

Still doesn't load up again only thing works is changing steam_api64.dll to steam_api64-bak.dll in C: Program files x86 > Steam > Steamapps > Common > Final Fantasy XIV Online > Boot. But like I said I have to start the launcher up, type my password in, but BEFORE I press play I make this change. plus i have to reverse it afterwards or the launcher will not start.
