It's not. It's part of the game's system and is only clever usage of it, not abuse.

They already nerfed it for 5.0+ content (duties above Lv70) by making the Limit Break gain significantly less than in previous expansions, which makes sense considering how much more reliably you can pull this off after Shadowbringers. If they truly see a problem with it, they can make HP or HP regen match maxHP outside of combat to prevent this from happening.
