... Current i play game on PS5, buy up to DT version, and i check my account on mog station, i saw i also own up to SB on PC, so can i just click buy on other xpac on PC and to buy remain xpac so i can play game on PC? Or i have to buy DT complete edition?

If you already own ARR, HW, and SB on PC then you will just need to buy Dawntrail as it includes Shb and EW. Just check whether it is the standard PC version or the Steam version you already own as that will dictate what version of DT you need to buy.

Yes, you can purchase the Dawntrail expansion, for PC, on the Mog Station. Just select your current FFXIV service account and make the purchase for that account.
