I think he's being sarcastic.Hate to break it to you, but the JP audience isn't the golden land that you think it is.
Dawntrail media tour build had Sage with AOE Dot that could be stacked with the single target dot. The most probable reason why this was removed is because, believe it or not, JP players complained about it. Something they also want is the ability to extend healer Dot duration to 60s by pressing it twice so they can "focus more on other things without forgetting about DoT uptime" or something like that.
I also unironically read about JP players complaining about Energy Drain on Scholar again and want it removed because apparently, some JP players take Energy Drain optimization to a ridiculous level and basically refuse to use Aetherflow on healing/mitigation skills.
JP playerbase really isn't the promised golden land. They got their own issues.

Without considering that combos used to make sense since they ALL had varying branching patterns to various degrees in the past, and now they don't anymore for most of them making them an actual question, I do believe they keep it like that because the game is literally conceived as you, the player, playing a music instrument where each encounter is a different piece of music. There is absolutely zero reason to keep the 3 button combos in 3 separate buttons. EVEN PVP has a one button combo to reduce the bloat, I have no idea why it's not in pve. The illusion of doing something, the game doesn't have a deep enough system of builds, talents or anything to build interesting stuff or test out rotations, so why bother with the illusion at all? Just reduce the button bloat already and stop pretending.
It's not just JP. I've seen it plenty enough on the western side that players tend to do the content with something else on the second monitor. They don't even consider XIV like a game, it's just a filler to keep their hands busy.Unfortunately, Reinhardt isn't being sarcastic. I've seen some posts from the JP side saying they want expert dungeons to be braindead so they can eat their food and run it at the same time.\
Edit: Its not a big deal, but yes, people want to relax or be lazy across the world. Should a game allow it in certain content is subjective and completely up to the developers.
