It's intentional. They found the majority of people just went to the first server in the list, disproportionally putting all users on the same server when traveling.
So by randomizing it, it will balance travelers across different servers. Most travelers don't care which server because they are going for raid PFs and duty queues.

Use your eyes.
You've already noticed that the order changes, go one step further and select the correct server.
Clearly someone never do server jump for S rank said, ofc we use eye, but in some case muscle memory does kick in when we are in rush, especially in certain DC where people love to early pull
There will always be more S ranks.
They weren't designed for the entire server to mow down, let alone multiple servers.

dude, this is not place to ask about how S rank design, most of player just deal with it now and try their best they can to get something out of it because we all know devs team now love to put out new feature which will turn dead in near future than fix old one that has more player love participate from old xpac to new xpac
