The raid buff is a necessity in a role such a rphys where the two other competitors have over 15-20% of their party contribution located into buffs. This strains MCH balancing too much by either making it too powerful in unoptimized environment and other non standard pve content, or too weak in optimized environments. Without a raid buff, MCH cannot function like a selfish DPS job does as long as it stays in rphys and follows the same metrics.
Thats what I was thinking aswell. While its beneficial for most groups to have a selfish-dps who can make good use of raidbuffs (especially single target buffs like cards ) you never want the selfish dps to be the MCH who deals roughly 15% less dmg compared to his competitors in the "selfish-dps role". That a SMN gets the AST card over MCH should already tell everything.
When it comes to Wildfire I had some other ideas aswell. What If they lower the GCD Speed on Drill, Air Anchor and Chain Saw to 1,5s and lower the amount of Hypercharge Stacks down to 2 or 3. Giving us Wildfire windows that prioritize Drill, Cleanshot procs ect with Blazing Shots as filler for the remaining duration. But this would probably put MCH skillceiling through the roof for todays standards.
