There's already a handful of other ways to level DoH and DoL jobs.
Leve quests, Firmament, GC turn ins, and good ol' fashion grinding with exp buffs.
Instead of endgame content for DoH and DoL jobs that rewards players with maxed out jobs the relic weapons for their work, Cosmic Exploration feels like it was designed mainly for those still leveling jobs, and it just so happens to have the relic weapons tied to it, that's even better for leveling with than for those with maxed out jobs.
The big issue is that this event lets those levelling get out of their depths. This is made to help level, but it is more for those with BIS and who know what they are doing.
To translate this into combat content, this has the ultimate raids at the end and open for all to see, and everyone is jumping in with max level, food buffs, stats, knowledge of job, and experience and wondering why they are getting rocked. In many ways, this is the DT crafting/gathering relic so being max level seems reasonable for completing it.
If anything, this should be a boon to be able to use it at all if we compare to how other relic grinds are. Think of this as the EW relic grind, but they give you the ability to start at level 10 since the expectation is you have a max level in another job and have already completed that one. With how far you have to be in the MSQ there is some expectation you know how long and restricting levelling another job can be, you can always level up another way and come back or try and outgear or food buff other methods.
Use the Red alerts to help with level while you work on another job if your really stuck or the thousand other guides and methods to help you level fast.
I signed up for the forums specifically because of this issue. XD As someone who's going through the leveling process, it was frustrating to find out that the tools for level 80 can't be acquired until level 90. I would like it if they re-balanced the research points required to not include Type III on the v0.6 tools. I'd even be okay with redistributing those Type III points to the later stages so that the overall work remains the same. It would just be nice to always be able to unlock a tool of the appropriate level in content that's supposed to be leveling-friendly.
I just used my best tool for the job. And i'll only use the cosmic tool for red alerts. just made my life a lot easier that way. I'm not sure if that's good advice but it worked for me.

So you would have had the same type of people also levelling and contributing to the end result.
This is only the first step(s) of the relic tools, the last 2 of the current steps you have to be level 100 for.

They can get to a higher level and think "oh, now I can upgrade my crafting/gathering tool, cool!".
It has never been stated that it's "end game" content, as far as I know, you just have to complete Endwalker, which isn't the current expansion.
So what I'm understanding is that the community wanted long form community progression content, but you also want to gatekeep a large part of the community from doing it because they're not on an end game level.

I don't think a level 15 miner is dragging your experience down too much.
Why must we have a copy of the same content that already and still exists within the game. A worse copy at that too.

A ton of people never even touched crafting and gathering before. The leveling route was added so they could still hang out and do the new thing with their crafter friends.
Anyway, it does seem like a bug, if the level 80 tool is requiring stuff that can only be unlocked at level 90. Hopefully they fix that.
