As the title said, you need to be level 90 to be able to unlock the level 80 one, the reason is that level 80 research needs tier 3 progress, that means B missions (unless theres a C mission that gives t3, havent gfound any ) and you can only do B missions at level 90. meaning that even if you are leveling up using cosmic thheres a weird spot there from 70 to 90...

Yet the Leves sync to you: So if you're in that gap those missions in C will cover you from 70-90 for the most part. Still means you need to keep your gear in check with Scrips, though.

yes indeed but B missions aren't unlocked till 90 its just the level 80 tool is completly useless, because you need to be level 90 to get it while the others although worse than what you get with scripts, at least you can use them at relevant levels is jsut weird that 80 is in that limbo

For the record the current Cosmic Tool matches that of the current HQ Crafted Main Hand. While it's not Best in Slot, Collectibles for Gatherers are actually something that is huge since this means you can use the Tool to collect Collectibles a bit more efficiently(since the rate at which you get your Collector's Standard Procs is higher).

When we get our 7.3 Update, we should also be getting a update for Cosmic Exploration as well - meaning that tools you've made can be upgraded further if we're following crafted Relics and what their statements were in the previous PLL.

with the other ones (10,30,50,60,70) even if its a bit worse than what you get with scripts at least you can use it to farm lunar coins...but when you are 80 the level 70 is already useless but you can't access the level 80 till you are 90 and at 90 the level 80 one is already useless too

That's a headscratcher for sure. Not really sure what to make of that, except maybe a bug?

I don't mind it personally.. I think on paper it's a great idea, but oft as the case is here, they just complete decided to mess up in implementation. Like, I genuinely think both of them can co-exist, and for the most part I think this is much better, especially seeing as it is a server progression event.
