It's RNG. I've gotten gold on it several times, but it really depends on not hooking the slower fish, which I've never tried to control but could be possible with the lures.
Now the FSH + BSM quest, that one is BS. Having to catch 21 specific fish and craft three items in 10 minutes for bronze is ridiculous, especially when the FSH + ALC only asks for three specific fish.
Is that the one where you have to catch 13 fish ASAP? I used not just Chum, but Surface Slap on !!, and Identical Cast on !, to get shorter 'reel in' animations as much as possible. Even with that, it's very tight on time yes
Triple Hook to catch 7 at a time. The fish you want (Heavy Ataxite) bites at around 15s, so you can throw out blind Triple Hooks quite confidently, you just need a macro that tells you (via /echo) how much time has passed since you cast the line
Also to help with GP pressure, you can get your first set, Cordial and then swap to craft the first item, by the time you're done crafting, you'll have the 700GP for the next Triple Hook

I tried double hook and it didn't give me extra...at least I *thought* I did. I'll try it again though. And it's also the only !!! 'fish' there so I'd have no problem blind triple hooking. The mission OP is complaining about is the "catch 18 fish". Definitely doable at gold with only Chum, but quite RNG that way.
The Fishing missions in general have information issues. Foodstuff Emergency and Supper Emergency both have a specific chase fish that you're meant to use double and triple hook on to get the gold times, Dark Crown Bettas for example get seven fish with a triple. It took me a few tries to realize this because the majority of cosmic exploration fish aren't affected by the multihook skills at all, so its easy to assume that they just dont work.
ok I see now, double/triple hook only works on the grand crowntail betta, doesnt work on any other fish.
So now that I know, the grand crowntail betta a light pull with a 20+ second bite time. here is my macro:

/echo ..4 <wait.1>

when this macro goes off, you're next bite will be the grand crowntail betta and can double/triple hook![]()

God, ALL the fisher missions are painful. You're gonna need at least 3-4 attempts of each just to gather information. The time limits are brutal
