I read a rumor in the past that due to a glitch, players were able to change their hair to neon colors which were not available and were allowed to keep them long time ago.

I'd rather they dedicate their time developing more fruitful means for the game. Instanced Housing, and mechanics of placement, events and rewards, updating QoL like the dyes and glamour system (Black Desert has the perfect dye system), tacklebox for fishing, meaningful job changes, balance and gameplay content.
New characters in 2.0 and on are kind of awkwardly placed without the legacy dialogue and cutscenes, but the WoL is supposed to have been sent 5 years forward in time by Louisoux regardless. They canonically experienced 1.X and were assimilated by Eorzea's cultures regardless of what backstory you come up with. Regardless, I don't think there's a single culture native to the Source that has neon hair.

Regarding the hair color though I'm a bit torn
I think it'd be fun if they had something to do with Jandelaine in solution 9, but I wouldn't want something in the character creator to be tied to a quest players wouldn't get to until level 100 after sinking several of hours into the story
ah yes lets stick to 20 variations of purple dye that does not look like purple at all. don't forget to up natural ff14's gray shade next patch.
i really liked "previous" dyes like ruby red and pink one because they actually LOOK like red and pink. if only this game had more vibrant colors.
