Before doing or checking anything else I would check to make sure your drivers and all the necessary plugins are up to date as well as any firmware updates. If it still persists it could be one of the following then:

-it's either unchecked bloatware on your system
-your SSD (if you have one) and where the game is stored on your system
-it's just your system's hardware itself being a bit outdated.

(in no way shape or form saying its not an issue on SE's end but just to double check and make sure it's not being caused by your system. I'm not having any of the problems you listed)
