Thank you this fixed it for me!!I did the same thing, but it prompted a repair which just seems like it reinstalled itself. It allowed me to log in and download the 7.21 patch, and the game seems to be running normally.
Steps:
Window + I for system settings
Apps > Installed Apps
Look for Microsoft Webviewer2 (has a longer name, mine disappeared from the list after repairing so I forget the full name)
Click the 3 dots to the right > Modify
Follow the steps to repair, very similar to installing most other applications
