As exploration progresses, the appearance of your base camp will change, new areas will be unlocked, and a variety of rewards may be gained.

You likely missed every phase if you're on a high pop world.

You may only access cosmic exploration areas and quests from your Home World.

Unless you're on Dynamis. Then you'll never finish a phase because no one else can help your low pop world.

Only CBU3 could release something so incredibly boring. It's honestly impressive how much these devs regurgitate the same systems ad nauseam and not change a single thing about them.
