    So hop 14 timing out doesn't mean that's the issue. It normally means that whatever the device is doesn't respond to ICMP requests. Firewalls or other security devices normally do not respond.

    Your real issue is in between hop 11 and 12, you can see the latency jump from a 47-61ms to a 205-217ms response time.

    This is within NTT's network infrastructure, specifically their nodes in Sacramento. NTT is hot garbage of a provider/ISP.

    SE needs to contact NTT to work this out because SE is NTT's customer. Your provider can't help.

    The only thing you can do is to fill out SE's form at the bottom of the link below in the "Providing information on packet loss and lag" section. Unless you already did that.
