You can use it. On the recipe window it shows how many you need of each ingredient, with 2 columns for every item. "Normal quality" items are the left column, with the "high quality" ones on the right. There should be arrows you can use to change the portions of normal and high quality mats. Without overly explaining(the game will give you some of this later), you craft an item by filling the top "progress" bar. To make an item higher quality you fill the bottem "quality" bar. At very low levels, you dont have any skills that influence the bottem bar. A full quality bar guarantees a high quality finished item, with the percentage being higher the closer it is to full. But even at 0 quality added to the bar, you always have a 1% chance to get lucky with a high quality finish. For items with stats(potions, food, gear, etc) getting an HQ finished result gives you a 10% bonus to the stats(the potions also have a shorter re-use timer).
