Eternal Covenant - What requirements do I need as a guest?

Hello, unfortunately there is nothing on the website so I am trying to find out here. What requirements do you currently need as a guest for the Eternal Covenant? It used to be that you had to be from the same homeworld as the couple and a certain level was necessary to enter the chapel. But I can't find any information about this. Only that you can't make a homeworld transfer with the invitation in your luggage.
I would be really grateful for any help.

This should be moved to the new player help section as that's where a question like this should be asked. That and has a higher rate at new people who have the same problem find the answer easier
