DLSS ress is starting at native and is going down to slowly to 720p and gets stuck

i have forced the dlss and it starts off at native res even though i have set it to 67%(in the nvidia app) but as soon as i move the camera around i see the res going down from native to 720p. i have set it to quality in the nvidia app which is 67% of native res but i then later moved it up to 83% in nvidia inspector. not sure what is making it go lower. I tried also changing some stuff in nvidia inspector but doesnt seem to respect the scaling factors. there also seems to be 2 profiles for the game but i did try and replicate the setting to both.



I have the game set to this
