Revert level 90 Alliance XP change

the change is not about you having fun or not during roulettes, its about filling groups of first timers and new players, to give them a better gaming experience and keep them connected to the game

This game has literally never had a problem popping CT but does struggle to pop the higher level alliance raids

Literally nobody outside of like a tiny part of ARR has ever struggled to pop CT

But if they continue to make the roulettes boring as hell the vets will stop running them
