I'm talking about Criterion dungeons (A huge flop btw. Please stop making those forever) and Chaotic raids.
I understand they were originally designed for people who finished Savage in x.0/2/4 complaining about "having nothing to do" in x.1/3/5, if they don't play the Ultimates.

But by locking the ILvl cap of these contents as the Savage ILvl, people who aren't interested in Savage for whatever reason (too busy with real life events, not interested in the aesthetics of the gear, etc.) are essentially locked out of these contents on release, even if they're interested in the mounts or the gear.

Of course you can clear those contents with a lower ILvl, but who would want to let people without 730 gear join a chaotic static on release?

People who complain about "not having anything to do" in x.1/3/5 will still do them even if the ILvl cap was lower, like the Unreals. The difficulty level will still be exactly the same.
It just seems to me that the current ILvl cap setting is there just to lock out people who didn't play Savage in the previous expansion, which is the thing that bugs me the most.

Before you say it, yes I know I can just mob hunt for a couple of weeks to augment all my gear (except the weapon until x.18), but that's not my point. The point is the seemingly meaningless lock-out.
