Suggestion: Consolidate lv1 Cosmetic gear by removing HQ

This suggestion is to make all Lv1 gear with no stats at all (dubbing for this post as "Cosmetic gear" only have a normal quality version and no high quality version.
Any existing HQ Cosmetic gear would be turned into NQ Cosmetic gear.

Already in the game, certain cosmetic and non-gear items do not have an option to be made as HQ since making them HQ would not confer any benefits. For example:

- Furniture
- Orchestrion Rolls
- Barding
- Minions

Lv1 Cosmetic gear does not confer any benefits for being HQ since they have no stats.

This change would remove the restriction in the Glamour Dresser when storing outfits, making this more user-friendly since players would not need to put together a fully NQ or HQ set.
It would also remove that sort of weird uncertainty one could have in deciding to get the NQ or HQ version of a cosmetic item for their glamour, despite it having no benefit. This would help build consistency across more item types.

You can reduce your item quality by rightclicking items. If a player cares about the superficiality of HQ on a cosmetic item, that is their choice beyond that.
