I think a new MMO for purely PC would be best. But Japan isnt letting go of console. So it would automatically be limited and janky.

No sane Japanese gaming company would produce a game for PC only. When upwards of 70% of the target population use consoles, you write for consoles.
1. I don't think new staff etc., will help, as I don't exactly think the problem, or the scope of it is limited to this specific team or director for that matter... New enemies certainly, and perhaps new writers.
2. I do think reusing or going back to old regions is a decent idea, just because they still do have story to offer.
3. Revamped city states would be good... Personally, I am of the mindset that the base city state should be 1 zone, e.g., Upper and Lower Decks Limsa just a single zone, same with Old/New Gridania. How it currently is just makes the world far too small.
Other points are hit and miss..., I think new zones is fine, but need to feel relevant, and the hubs for each of those zones needs to have world travel enabled.. Like, everyone is cuddled up in Limsa, for example, mostly out of convenience.
Scions do need to go, or need to have their own side stories.. They are relying far too much on that cast and it really shows since there's no discovery of new cast.
I loved ARR, the world felt alive and dangerous. I died a bunch of times from questing and I loved it! They made it so damn easy now it's boring
Old Sharlayan may have been my second option to visit a lot, due to the marketboard being also very close to the aetheryte. But like any other expansion city it pretty much lacks the option to use World visit.
