Also I have the same issue where AMD FSR is greyed out for me. So I have no idea if FSR Is actually working or not. Is this going to be a case of simply waiting for a driver update? Will installing Vulkan help this issue?
FSR is grayed out because you have an AMD card and therefore can't select DLSS (Unless you use a mod that replaces DLSS with FSR 3.1).
In its default state FSR won't kick in unless you set the render scale lower than 100. Basically, 100 means native rendering, anything less means FSR 1 is active at whatever percentage you set the render scale to.

Can't speak on the CPU dragging it down as I am not familiar with its performance bracket, but assuming it's old-ish 5 - 10 years+ then it could potentially bottleneck you too but given the context of the rest of this thread and your own experience with the 3070, I'm inclined to say, it's probably not the CPU. Performance on the 9070 XT in FF specifically, appears to be mixed. The hope is that it is something that can be patched out either by drivers or game but in the meantime, if you dig through the rest of this thread, you will find information on running it with Vulkan, this appears to have helped a lot in some other peoples cases, so something you may want to consider until a proper patch is put out.

If you're comfortable tinkering, you can make AMD's new FSR4 work (which provides better upscaling than you would've been getting with the included DLSS before) with the help of OptiScaler (google it). Essentially, OptiScaler will tell the game that it can do DLSS and then take the DLSS signals from the game and run them through FSR4 for you.

The issues with newer GPUs aren't exclusive to XIV. If you're up to date with tech news you know both AMD and specially Nvidia are giving no shits for how much the new cards break the older games.

Yes, but in FFXIV case it's clear Nvidia wins vs AMD... Which sadness me as FFxiv is my main and almost only game tbh...

Yea, in this instance, it's specifically only FFXIV that seems to have mixed performance on the 9070 XT. nVidias cards meanwhile cost a liver and a half to buy, IF you find one and catch on fire or come with missing ROPs. This generation of GPUs is a total failure. But here's hoping FF x 9070 XT still get fixed. Maybe with 7.2

The problem is, the F14 game engine runs still with DirectX 11. This API is 16 years old, it came out with Windows 7. I can imagine, that AMD and Nvidia do not put so much effort to optimize their drivers for it anymore. SQEX should have upgrade the F14 game engine to new APIs long time ago.

    Cheers

DXVK fixed the stuttering I was having on my 9070xt playing at 4k in windowed mode. There's some odd rendering here and there, but it has so far fixed the bulk of my framerate issues.

Fortunately, I'm getting FPS in the 80's on my RTX 2070 at 1920 x 1200 60 Hz. so I'll save my money. The NVIDIA cards with the Melt-O-Matic 12V connectors are a no buy for me, so If I do end up upgrading to something on the high end, it will have to be AMD.

Almost a month now and still not a peep from either side here on a fix... this is sad, going into venues and as people have said even limsa sometimes it just dies and drops down to sub 10 FPS even with DXVK or DX11 I am flabbergasted that they are keeping their mouths shut, hopefully this 7.2 patch on Tuesday addresses it but I do not have high hopes
