Don't know what FPS this would translate to, but I found someone online who claims to have run the Dawntrail Benchmark (4k Maximum settings) on the 9070 XT and Linux and got a score of 17076 "Extremely High".

If anyone here is impacted by the poor 9070XT FFXIV performance while on Windows, and could share the numbers they get in DT Benchmark 4k Maximum, and there indeed is a big gap, that might support s32ialx's suspicion that the issue lies in FFXIV's DX11, since Linux must always translate to Vulkan.

I edited my post with some extra info but when I get home I will run the benchmark after replacing the DX 11 with Vulkan like I did for the live service. just a small example of the FPS I get with vulkan area dependant:

Well, one of the reasons I use DLSS in the game is because its anti aliasing quality is better than FFXIV's native implementation of TSCMAA + Jitter in my opinion at least.
There's better motion clarity under movement using DLSS 4, but if that never bothered you then there's no real reason to use DLSS or FSR if your GPU is powerful enough.

I just thought I'd mention it, in case you'd like to try it.

I hope you're ready for your jaw to drop at this, the 1% lows really bother me as they got down to 15FPS at some points, but it NEVER stuttered and those highs holy hell.

Now for the kicker, it would not actually let me run it in anything other than windowed mode, so there I dunno if anyone knows how to fix that i could get better results.

    (Yes I know it wasn't 4k but I don't have a 4k display but even at 1440p (2K) with 22k score that seems reasonable that 17k on 4k max)

That's some seriously impressive FPS numbers. While maybe not entirely conclusive as proof, it seems like DLL swapping is a very promising workaround for those of you stuck on Windows, while we wait for SE to hopefully get their tech fixed or replaced. Fingers crossed on them switching graphics API in favor of Vulkan.

The bad 1% lows are curious since I've seen people praise 1% performance on this card, but maybe that was caused by DXVK needing to generate Vulkan shaders on-the-fly or something.

It is a relief to know that, as a Linux player, the card would probably have worked as expected in my system. Personally, my problem lies in being able to buy an MSRP 9070XT in Europe at all. 😅
Accidentally dropped my glasses seconds before the sale embargo ended, and by the time extremely-nearsighted-me managed to find and get them out of the place they ended up, minutes had passed and the initial card supply online had already been bought up.

oh no D: hopefully more MSRP cards come out but from what I am hearing that might not happen, the only way I was able to get one at MSRP was by standing at the door literally first in line waiting over an hr before they opened cause the line filled up behind me 15 people or so!

According to a video I listened to today AMD actually has the orders in place with TSMC to deliver hundreds of GPUs to vendors.

    Am totally lost right now...
Am using a 3060ti with a 5700X3D and wanted to upgrade GPU to a RX9070, but after seeing GamerNexus benchmarks... I have no idea if it's still a good choice or if should I get a 4070 ... Since, tbh, I don't trust SE doing his job here on updating to vulkan because "spaghetti code please understand"...

Since we don't know the exact cause, it's possible SE could fix the issue with their existing DX11 Graphics API. I haven't heard of other DX11 games having this problem (correct me if I'm wrong), so it's possibly something in the game's control.

The only thing we can tell for certain, is that translating the calls to Vulkan via DLL replacement (or maybe playing on Linux?) seems to help.
It's plausible that FF14 might be using the graphics API wrong or unconventionally, and DXVK happens to catch & fix that, either as a side effect of translation or because other games caused issues by doing something similar in the past.

The ball is solidly in Square Enix's court now, and unfortunately as far as I know they neither acknowledged the issue nor promised a fix yet.
Worst case, pending an answer from SE, you may have to assume it will never be fixed, and decide if you're willing to take the gamble and potentially play with lower FPS or the DLL replacement workaround.

You could also not upgrade at all this year, unless you actually need more powerful hardware or your existing 3060ti is failing, certainly for FF14 I don't think upgrading from a 3060ti is warranted. I think the 9070 is generally still the second best card (after the XT variant) this year unless you really need heavy RT (and don't play old physX games). That said, I'm more than a little biased against Nvidia's attitudes and pricing for no appreciable performance gains.
