It's really as simple as this. There is huge, HUGE group of people who play xiv as a second life sim, and they're probably singlehandedly responsible for keeping the lights on during content droughts. People going to clubs in xiv don't care about lack of content or the msq being subpar, that's not why they play. They're in it exclusively to play dress up (aren't we all) and *cough* socialize.

Anyway, they're way too large of a group for SE to can, so regardless of what you or I think, they're here to stay probably forever, or until they collectively find a new game to loiter in. It doesn't matter how good of an argument you think you have that they shouldn't be allowed to operate, because the bottom line is that no other part of the playerbase is doing something like renting an irl billboard for their event and then crashing a housing ward because too many people are trying to get to the party. That's the kind of publicity mmo's dream about, you don't just tell them to stop
