Why so many 18+ related player events in the party finders

So i heard this game is 13+ right?
and well party finder is a general public area, right?
So why is there so much player events that publicly annonce (ERP) has a service like giving "courts" terms and "NSFW" terms.
If square-enix wants new generation of players, shouldnt they do something about it?

Thousands of players are attending these events, and tenfold more the number of those who are using the related plugins (You know the ones), many of which are considering these activities to be the endgame for them, or the main hobby and activity to do inside.

Why SE doesn't do anything about it? It's simple, because if they do then the player count will significantly drop, maybe even signal the FF14 exodus and the beginning of the end.

I am sorry to say but first, no i dont know about those Plugins you talk about first, second i play for the game, i know those exist but those are cheating, i dont use this and dont even want more infos about it, if you cant even manage something like this, why would the player base want to stay.
that just means that square isnt able to manage there own terms. and this isnt really encouraging to stay in the game because it proves the inefficiency of the company to manage a crisis.

The key factor here is that in the same 13+ rating for FF14, it also states

Online Interactions are not rated by the ESRB. The 13+ rating is based purely on the in-game content, not anything players might say or do.

Because quite simply, even in HelloKitty MeowMeow wonderland online you're going to find adults cussing, talking about adult topics, etc. Square Enix does little about the PFs simply because 18+ doesn't automatically mean naughty stuff. I know of a few 18+ Venues & RP guilds who have that tag purely because they deal in more darker themes & topics that are unsuited for younger people to hear.

That, and Square-Enix has a very "Don't show, don't tell" policy for these things. Long as any actual stuff is kept behind close doors and not having people ERPing in the middle of public in say chat, then Square doesn't really care.
Plus, as a previous poster said, these people are still paying customers, that quite often remain subbed when many other types of players unsub while waiting for the next major patch. It's easier for Square to do the innocent little whistle and look the other way while racking in money from their subscriptions while banning anyone who is idiotic enough to do public say chat ERP than it is to blanket ban this stuff and lose on a ton of free $$$.

Just take a look at many Social Media platforms that officially don't support NSFW content, but don't do anything about it unless a payment processor is bearing down on their back because even the NSFW users are still helping to pay their bills.

Age ratings typically do not factor online interactions or player-curated/generated content.

It usually only looks at the core gameplay and core features when determining an age rating.

well if this is the game actually, why the game is still 13+ ?

i know that the rating for games arent rating player communication but this is deffinitly not a game for under 18+ years old
if you can see in a general public area annonces of those, well, has a parent, i would never allow my childrens to play this game what so ever, and if they buy it before i knew about this and discover, id delete myself there accounts

would it be against ToS to create a player base mouvement like an FC or a linkshell called example: "FF14 player base police departement" that would fight against this and report those illegal activities

I think it would be very cringeworthy not against the ToS. Do you want to fight something that everyone knows and sees? I know a scene in a fictional classic called Don Quixote against the windmills.
