Yeah, you have to be in the FC for 30 days to be able to bid on a plot.

Thank you. I knew about the 30 wait for the FC. I was wondering if there was a timer between times that you bid on anything. For example, if I bid on a private home now and win, when the next bidding period comes along if there's an FC plot I want to bid on, will the system say I need to wait (whatever number of days) before I can bid on any plots.

No, the only limitations you will have if you own a personal plot is that you can only bid from the character that owns the personal plot regardless if any of your alts are in your FC. Otherwise, there is no restrictions aside from the 30 day FC one between bidding periods in regards to time.
