i think something is definitely gonna happen or they would have posted the patch notes already. on the 1.23 update they were at like 6am est. its already noon and they arent up. they are probably not going to post them till the servers go down i think.

With some exceptions, the 1.##x patches have had their notes posted just before servers go down (within the hour at the earliest), so I don't think there is anything really unusual about them not showing up yet. That being said, I certainly hope - conservatively - for some really cool terrain changes. Realistically speaking, creating giant spikes that shoot out of the ground suddenly would not be terribly difficult from an implementation perspective. Spikes of crystal (or earth) could be relatively low poly and still look good. In addition, all you would need to do is give them colliders so they are impassible and you're good to go. No changes to the original terrain required.

Thats not how i remember most patches. almost every patch ive seen the release the patch notes a few hours (and in some cases days) ahead of the patch. and theres always 2 posts ont he lodestone. the initial patch notes (the early ones) and the final patch notes that happen when the servers go down or shortly after.

    The mainpatches, yes
But the lettered patches the patch-notes were most time short before the shut-down on Lodestone. And most time they have no Lodestone teaser.

From what I've seen, patch notes are always put up after the servers go down but before they go back up.
