They have an FC and friends there that they love, they have a static, they're immersed in the local RP, etc. Yes, technically, they can buy a house on another server and travel back, but it there are limitations to it (can't stay in their FC, can't access retainers, etc.) that make it more of a hassle to move. And for many what's the point of having a house if you have to server/datatcenter jump just to go back to it or invite people over?

Some people just don't want to start over on a new server, and that's not wrong. Neither is it wrong for them to want access to housing on the server they're on and not deal with FC bots buying all the available space while they were busy saving their gil to buy a house in the first place.
Not to mention there’s regular threads over in General Discussion about how dead some of the Dynamis servers are, the most recent of which asking for the Dynamis worlds to be merged into other NA DCs. I still think it was a big mistake to release all those worlds without funneling all new characters into them to populate them. And it created a whole DC where the bulk of characters are alts created solely to get a house, thus the low activity.

Point being, their only “solution” to the housing scarcity was so unpalatable that even the ones who did transfer who a house are now regretting it. The time and effort would be better spent adding an instanced housing system that can scale with need and doesn’t use as many server resources as the wards do.
