I also prefer one controllable stun rather 2 consecutive stuns when most of time 2nd stun usually useless because of Purify

If you spam the Raiju attacks back to back mindlessly, then yeah of course your 2nd stun is going to be considered useless.
Purify is only 3 seconds of protection from CC, so even after they cleanse the first attack there is still an opportunity to land the second since it will force them to follow-up with a Guard(unless SAM/BRD) or face tank more CC.
