The demolition timer is a doomed if you do, doomed if you don't feature unfortunately. It was implemented so that people who fully quit the game would not leave their house corpses behind, and that is not a bad thing, considering the awful housing system is not instanced and operates on actual plots within the game world.
The biggest issue with the current implementation is the relatively short timeframe until your house gets destroyed (45 days), which disincentivizes breaks from the game due to how sparce housing is and how much time/effort it takes to actually get into it. So really, how many other times, it was a feature with good intentions and awful implementation.

Semi related, I hope they implement the internal size change feature for houses for apartments as well...
